Boil and mash the potatoes. Add salt, pepper, and oat flour and knead until the dough forms. Flatten the dough into a disk and place the grated kashkaval cheese into the center of the dough. Bring the sides of the dough together and press them closed. Use your hands to flatten the pastry ball. Cook in olive oil and move them around so that all sides cook evenly. Garnish with fresh dill springs and serve hot.
